Poor programming quality

I fully agree with Bradley Kjell (IEEE Technology & Society Magazine, Fall 2005, “Computing”) about poor performance in the field of programming. Apart from the high cost of getting programs written, I am greatly upset about poor quality (which he also recognizes) manifested not only in failure- prone software, but in programs that are so poorly designed that one often wonders if the programmers every ran them to see what they looked like from a user’s point of view.
