As one of dynamic access technologies, cognitive radio technology is a promising technology to improve the frequency efficiency by allowing the cognitive radio nodes to use the under-utilized spectrum which is not used by the primary users with the spectrum sensing ability. However, because of the imperfectness of the sensing algorithms and the time-varying wireless channel effects, such as shadow fading and multipath fading, the detection performance of the secondary users maybe decreased, and resulting in interference to the active primary users. In this paper, we propose a new systematic interference assessment theory and methodology in cognitive radio networks, including assessment process, assessment index, and assessment methods, intensifying the knowledge and research of this subject which has not been given adequate attention.
