The BCS Security Committe chairman paints in the backdrop and suggests guidelines. 1994 saw the publication in the UK of two significant surveys covering lapses in IT security. The IT Security Breaches Survey[1] carried out by the NCC, with sponsorship from the DTI and ICL, was published in July and the Audit Commission's Opportunity Makes a Thief[2] was published in October. While they draw attention to some similar trends, and particular instances have been highlighted, the two surveys are not wholly comparable
