Software: a View from a Small Country

As the introduction of computers into education spreads across the world, a problem is emerging for the smaller countries which do not belong to the major language groups. This is the problem of how to get enough good quality software, in their own language, to create the right sort of impetus to support the investment in hardware. It is relatively easy and takes little time to install hardware in schools. It takes political will and the right sort of investment. However, the creation of an adequate supply of software takes a lot longer and it appears to be much more difficult for governments to invest money in the right sort of people to produce the programs.
