Ontology-dependent two-phase semantic web services discovery and its e-government implementation

Although discovery of semantic web services has widely been investigated, the problems to represent the users’ informal needs as formal goals and of goal-based service discovery are not addressed sufficiently well, yet. Therefore, an ontology-dependent, two-phase, and goal-based approach to discover semantic web services is proposed. It addresses the formalisation of a user’s needs into formal goals by asking questions. Further, it uses a goal template to discover a set of candidate web services and, then, specifies a goal instance to discover the final web service.
