On nonrecursive rotated comb filter

This paper presents the nonrecursive structure for the rotated comb (RC) filter which solves the implementation problems of the original RC filter. Additionally using the polyphase decomposition it is possible to move all filtering to a low rate. The multiplierless design is included.
