Proposed American Standard for Bit Sequencing of the American Standard Code for Information Exchange in Serial-By-Bit Data Transmission" appeared in the June, 1964 issue of the Communications of the A CM.This proposal was prepared after considerable controversy at all committee levels in the standardization hierarchy.Proposed standards of such wide importance and wide influence in the entire information processing field are published for the purpose of obtaining comment, criticism and general public reactions.The ACM is anxious that full intelligent discussion take place.Since there is something of a "flip of the coin" nature in this area of standardization, we have accepted material from Messrs. R. Bemer and J. Booth in a form which clearly contrasts the HIGH ORDER vs. LOW ORDER differences.We wish to emphasize that at this time no proposal for an American Standard for Low-order-first Bit Sequencing is being processed.To highlight the different points of view, paragraphs of the Proposed American Standard, which was published in the June issue and upon which the authors comment, are published in the left-hand column, with the authors' comments directly to the right.In addition, the authors draw attention to additional documentation containing arguments concerning this controversy, which have received limited circulation since the development of the Proposed Standard by Subcommittee 3 of Sectional Committee XS.
