A Study on the Method of Measuring the Economic Use Value of Public Libraries

공공도서관이 이용자에게 제공하는 혜택에 대한 관심이 높아짐에 따라 이와 같은 무형적인 도서관의 결과를 측정하기 위한 연구들이 수행되고 있다. 다양한 접근 및 측정 방법이 요구되는데, 본 연구에서는 공공도서관의 이용가치를 시간가치, 대체서비스 잉여가치, 도서관 서비스가치, 도서관 통합가치라는 4가지의 접근을 통해 측정하였다. 이용자의 기회비용인 시간가치로 측정한 비용 대비 가치가 11배로 가장 높게 나타났고 이용자의 지불의사액을 통해 측정한 가치는 0.3의 비율로 낮게 측정되었다. 이러한 측정 결과와 각 가치에 영향을 미치는 변인, 측정과정을 종합하여 가치별 활용방안을 제시하였다. According to increasing the benefits from public libraries, there are many studies for measuring the library value. This study presents a methodology for measuring use value of the public library in terms of time value, surplus value of alternative service, value of library service, and overall value of library. The cost-benefit ratio of the time value compared to library's annual budget is 11:1, and the cost-benefit ratio of the overall library value was measured by user's WTP is 0.3:1. This study proposed the method for measuring use value of the public library according to the process, the results of these measurments for each value and the factors affecting the values.
