Abstract This paper proposes an input regulation overload control scheme of a telephone network using a self‐tuning regulator as one of the adaptive controls. The exchange node is modeled by a simple queue and servers and input traffic is regulated by a switch according to the control signal. In this scheme, dynamic characteristics are estimated using control signals and state variables of the system. The control signal is determined based on these characteristics so that it minimizes the mean square of the difference between the state variable and the control reference which prevents the throughput deterioration. Simulation studies show that the proposed control scheme can maintain the throughput even under extreme overload traffic and large control delay.
