A rate-based stable enhanced adaptive virtual queue (EAVQ) algorithm was proposed. The concepts of the principal and subordinate measures of congestion, as well as desired link utilization ratio were introduced into EAVQ. Arrival rate at the network link was maintained as a principal measure of congestion. The desired link utilization ratio was used as a subordinate measure and a rate-based adaptive mechanism of which was designed to resolve the problems, such as hardness of parameters setting, poor ability of anti-disturbance, and a little link capacity loss. EAVQ improved the transient performances of the system and ensured the entire utilization of link capacity. Based on linearization, the local stability conditions of the TCP/EAVQ system were presented. The simulation results show the excellent performances of EAVQ such as the higher utilization, the lower link loss rate, the more stable queue length, and the faster system dynamic response than AVQ.
