In 2008, the City of Manor deployed Quick Response barcodes, also known as QR-codes, throughout the community of 6,500 people. The QR-codes were initially intended as a document management solution, but eventually turned into a powerful and engaging government transparency initiative that reshaped how information was disseminated to citizens.
