Controlled testing for computer performance evaluation

Because computer systems are still major investments, it is appropriate that effort be direted toward verfiying and improving their performance. Previous documents, such as R-549, recommend an overall framework for addressing computer performance improvements throught the use of the scientific method. This paper expands on that base, describing a specific procedure for implementing particular investigations through the technique of controlled testing.
