A short note on scanning signed integers

The "common sense" algorithm for translating from signed decimal representation to the two's complement binary representation doesn't always work. A correct algorithm (reinvented or discovered many times by various people) is presented. The presentation will hopefully encourage use of the correct algorithm and discourage use of the "common sense" algorithm.
