Towards an ICTD pull model for servicing social demands in rural areas

Deciphering the dynamics of an "Information and Communications Technologies for Development" (ICTD) "pull" model, seems a challenging task for servicing social demands and coping with rurality, whereas all corresponding "push" strategies are falling behind in terms of efficiency rates and results. Lack of financing under global financial uncertainty gives space to the advent of Social Capital as a new party in Public-Private Partnerships for securing the viability of the task.
