Intelligent electoral districting mechanism

Traditionally, electoral districting was done manually which generally requires huge human resources and may introduce controversies. In this paper, we present an intelligent electoral districting mechanism that partitions the administrative districts systematically through the help of geographical information system and the techniques of artificial intelligence and computational geometry. The mechanism can generate a large amount of feasible solutions that satisfy various districting requirements. One can make better decisions by choosing a good solution provided through this mechanism. We choose a local city to illustrate our method. The experimental results show that we can produce hundred thousands of feasible solutions successfully. As we tighten the constraints, thousands of the feasible solutions still passed the screening tests depend on the requirements. Further studies show that the election outcome varies if different districting methods were chosen.
