DESIGNING A HIGH-SECURITY CIPHER

In this paper I describe the steps that a cryptographer might take in designing a high-security cipher. The goal is to show the designer's mental process. The by-product, of course, is an ideal cipher: simple, fast, compact, portable, and secure against today's computers, with built-in expansion to keep ahead of tomorrow's computers.
