A recommended peer review procedure for academic computing centers

A cooperative computing service peer review procedure is proposed for operation under the aegis of SIGUCC. The author was inspired to this recommendation while on sabbatical leave at the University of Edinburgh in 1976-77, upon learning about such a procedure among British universities. He gratefully acknowledges that these recommendations are essentially an Americanized version of the British procedure which has been operating under the aegis of the Inter-University Computing Consortium (IUCC) since 1973, and which was authored by Eric Foxley, Alan Scott, and Mike Wells, who are Directors of University Computing Services respectively at Nottingham, Oxford, and Leeds Universities.
