The growth of cellular subscribers has proved that the wireless communication technology is a robust and viable voice and data transport mechanism. 4G promised users to enjoy multimedia network while they are on the go. This translates that there will be band of users creating heavy traffic flows moving around the overall network. As the traffic load distribution is not uniformly distributed, a sudden burst of traffic may occur to a cell. When capacity is reached, the hotspot cell tends to drop handover call and blocking new calls that are coming in. If maintained ineffectively the hotspot cell can leads to poor Quality of Service (QoS). In this research an adaptive handoff algorithm is studied to cater the hotspot cell problems. An adaptive handoff algorithm will adaptively controls the handoff initiation time according to the load status of cells. It considered both resource availability in current serving cell as well as the targeted cell. This algorithm utilizes the remaining resources on the cold spot cell in order to cater to the hotspot cell. This is to prevent the cold spot cell to be hotspot cell itself after handoff operation is done. By utilizing the resource in both serving and targeted cell, it will ensure the handoff process happens fast and smoothly. The simulation results show that the network performance is improves and generates less hotspot cell area.
