Proper packaging promotes parameter passing proficiency

There are three major areas of confusion when learning about parameter passing in procedural programming language: formal vs. actual parameters; scope rules, including global variables; and value vs. reference parameters. This paper discusses one simple method, the use of separate modules/packages, to ameliorate the first two of these problems.
