Since 1973 the Defense Advanced Research Project Agency (DARPA) has sponsored several research groups engaged in a program of developing new and improved algorithms for demonstrating low bit-rate speech transmission across a packet-switched network. The first real-time packet-switched voice system was demonstrated by this group in 1974.
