The design of synchronizing buffers for collecting and distribution digital data

It is generally known that a shift register converts binary digits from parallel to serial form or vice-versa. For example, it may collect bits from m input channels and distribute it to one output channel. The shift register function is generalized by designing a buffer which collects bits m at a time and distributes them n at a time. Such a device with multiple inputs and outputs is considered here.
