Going outside or why buy a programmer when you can rent one for less?

Large organizations also use contract programmers. In fact, some companies have preferred to reduce greatly or to eliminate altogether their own development staffs. While some of the reasons for using contract programmers are apparent, the entire justification warrants close examination. The purpose of this paper is to elucidate this justification and to offer a few suggestions to companies about to go outside for the first time.
