Optimization and second-order derivatives for a Lipschitz function

Second-order conditions, necessary or sufficient for an optimum, are given for a class of nonsmooth constrained optimization problems, where the functions need only be Lipschitz. Then finite second derivatives are not available, but these can be replaced by a construction of infinite-valued quantities.
