Moving toward balanced R&D in Korean emergency management

This paper applies the findings of other research and development (R&D) settings to suggest ways to improve the unbalanced R&D in Korean emergency management. Three important alternatives are proposed: (1) The Minister of the Ministry of Public Administration and Security should encourage cooperation and competition among researchers to get rid of their factionalism; (2) Firefighters, civil engineers, and business scholars should refrain from spreading misleading knowledge on the R&D of advanced nations based on related awareness; and (3) The Korea Institute of Fire Industry & Technology and the National Disaster Management Institute need to diversify their resources for evaluators to improve the lopsided R&D evaluation. In short, the major tenet of this paper is that Korea should ultimately shift towards a balanced R&D.
