Bell-nonlocality, EPR-steering, and entanglement are distinct phenomena that form a strict hierarchy of non-classicality; Bell-nonlocality is stronger than EPR-steering which is stronger than entanglement. An important question is whether the complexity of tests of these phenomena exhibit the same hierarchy. We show that is indeed the case by determining the complexity cost for experiments with independent agents. For Bell-nonlocality, the most parsimonious test is the CHSH test, but for EPR-steering and entanglement non-projective measurements are required for maximum parsimony. This is experimental verified with polarisation entangled photons.
