The Learning Link * interactive communications system, in operation a t WNET/THIRTEEN since October 1985, provides a potential model for effective an d cost efficient servicing of pre-college educational institutions on a regional basis .Thi s paper describes the current Learning Link system and discusses some of th e experiences and problems encountered in its development and operation, particularl y those with broader implications for organizations interested in using technology t o improve access to educational resources . A Model for Low-Cost Educational Network sLearning Link is a computer based network operated by WNET/THIRTEEN, th e public television station that serves the New York metropolitan area .The system i s a text-only interactive multi-user service that features databases, bulletin board-lik e conferences and electronic mail .It provides support for educators, mostly at th e elementary and secondary school level, who utilize learning technologies such a s television, video, microcomputers, videodisc, or online databases as instructional tools .This paper describes the development and current operation of the system at WNET .After operating the system for nearly two years, we can share some of our experience s and observations that may be relevant to others interested in educational application s of telecommunications .We are at a critical stage with Learning Link .Afte r incorporating some modifications and refinements, the system will be offered to othe r public television stations and education agencies .Each site will be an independen t system and will be adapted to local differences and needs .Together the sites wil l form a network of independently operated networks to benefit from some central support and cost sharing .These issues are also explored here .First, however, some explanation is needed as to why the nation's largest publi c broadcaster and producer of much of the programming found on public televisio n stations around the country is operating a computer network .Two years ago, WNET/THIRTEEN conducted an assessment of how the station coul d improve its support services for K-12 schools .Approximately 80% of the nation' s public television stations, including WNET, provide support for local schools, usuall y * Learning Link is a trademark of the Educational Broadcasting Company.
