Modeling Computer Privacy Costs

This paper describes two models that have been developed to estimate the costs associated with imposing privacy-oriented regulations on information systems. Some characteristics of the computer-privacy problem that suggest the choice of a model-based approach are discussed briefly. A first, relatively simple, model is described and is then used as the basis for a more sophisticated one of greater usefulness. The final section of the paper discusses the problem of validation and indicates how such models can be used in practical situations.
