PoC is a group communication service based on cellular network packet domain carrier. Aiming at the demand of command and dispatch, this paper reports the design of the PoC system over TD-SCDMA/CDMA/WCDMA multi-mode heterogeneous cellular networks and introduces some key technologies which are adopted. we achieve the testing results in the actual commercial network, discuss the existing problem, and put forward the improved ideas in future.
