Operators still face the diralface problem of end lo end resource allocation management wile making eficienf trse of bandwidth. Relative considerations iircl~rde user mobiliv, traffic characteristics, QoS (Qzralitjt ofSewice)parameters (throrrgliput, delay, jitter, etc.). The sati~factioii of tlte user deperrdr on subjective parameters relared to the rendering of rhe requesred services (end-lo-end q~mlip of service). In order to accommodare these parameters, prescriptions have been formrrlated by rhe IETF within the framework of tlre IntSew/D!flSew group which targets network QoS control. Tlte call admission control (CAC) is essential within rhis mobile comm~rnicarion mcbitecrrrre becatrse the network resources are limited. The ptrrpose of this work h to spec!@ trafJic thresltold parameters and the constraints in terms of QoSfor a resource ollocation based on a call admission control meclianism in a mobile nehoork. In our approach, /his mechanism fakes place in hvo sages : tltefirsf stage at t11e level of the New Call acceptation capabili<y by Cell registered at mobile radio SLA (Level Agreemenl Service), where user mobility is considered as being a major constraint for call accepfance. 7?ie second stage takes place at the DiflServ operator network level. QoS acceptance is defined b.v the SLA corttract spec<@ing the parameters of the direrent levels of accepfance. At a global level, new call or handover call acceptance is based on a collective and consenstral decision between the direrent participating networks. Strch a consensus aims to take a consistent decision to reserve resources according to one of rhe levels ofsewicepredefined by lhe caller SLA and then lo allow the caller to renegotiate the level of sewice QoSaccording to traffic loadfltrcntarion, or to negotiate new resorrrces for new applications reqtrested during the session.
