Up to now,no OGSA or WSRF-compliant grid middleware can support the gird resource management based on QoS negotiation commendably. Therefore, how to design a SLA-implemented framework that can negotiate the resource reservation and support QoS monitoring of the resource on which a job is running becomes the emphasis of research in this paper.Firstly, the XML Schema of resource reservation that can make resource requestor negotiate the agreement about resource reservation with resource provider based on WS-Agreement was defined.Secondly,a set of WS-* and WSRF-compliant Web services that were used to construct a framework of reservation and QoS monitoring of the resource based on WS-Agreement(RMF) were designed and developed. And these Web services were integrated into Globus's resource management model. At last, the general performance of RMF was evaluated impersonally and logically through theory analysis and simulation experiment.
