Computer security in the federal government

On July 27, 1978 the Office of Management and Budget issued a policy statement entitled “Security of Federal Automated Information Systems” (Transmittal Memorandum No. 1 to Circular A-71). For some government agencies this will mark the beginning of computer security. For others it will only mean a continuation of a program which has been underway for many years.The military sector of the U. S. Government has led the way in implementing computer security and in developing advanced systems to improve it. For many reasons, the civilian agencies have lagged behind.
