Necessary and sufficient conditions of optimality under the most general assumptions are deduced for the considered problems on the basis of the apparatus of locally conjugate mappings and local tents. For problems with a convex structure dual problems are constructed and duality theorems are proved using the theorems of duality of operations of addition and informal convolution of convex functions.
