An Artificial Intelligence theory of computer competency

This article reports the development of an Intelligent Tutorial System (ITS) that represents procedural knowledge using a "mental context" that permits generalization. The system behaves much like an advisor, competent in the use of personal computers, who is helping another person perform a word processing task. The nature of the system is discussed and illustrated. Implications are drawn for the definition and measurement of what the authors term "computer competence."
