Enhancing the TCP traffic control performance with a proportional and integral rate (PIR) controller

We have designed a proportional and integral rate (PIR) controller based on the continuous-time fluid flow control theory to solve both of the traffic control performance problems observed in RED, i.e. the unnecessary packet loss and the queue size oscillation in the router. We prove the controller's stability by the Second Method of Lyapunov's Stability Theorem and provide an implementation method. Our simulation results demonstrated that the PIR controller outperforms other common traffic and congestion control schemes significantly.
