Transmission Control Protocol (TCP) performs poorly in high bit error rate wireless channel because of the assumption that packets loss is always a sign of congestion. An improved scheme for optimizing TCP wireless transmission rate of the vehicle terminals based on General Packet Radio Service (GPRS) is proposed, including fast determination of the root cause in data packet loss, network congestion or wireless code errors and the corresponding retransmission plan in the case of high code error rate in the link layer. By conducting experiments with Network Simulator (NS2) and numerical simulation, we conclude that with the application of this optimized scheme, the data transmission rate between the Control Center and the vehicle terminals can be effectively increased.
