Abstract A new land‐mobile packet communication system is proposed in which continuously allocated small zones are used. This system is an expansion of a spot‐covered digital communication system, the application of which to mobile navigation is currently being advanced. In this system, data for driving guidance and general‐purpose data are assumed to be transmitted. The communication control of this system is designed and a hierarchical system configuration and efficient communication protocol are proposed. Also, the effectiveness is confirmed through system evaluation by an experimental model which consists of two pieces of mobile equipment and two roadside stations and by computer simulation.
