Performance degradation of Cell Centre UEs (CCUs) and "Interference Flooding" phenomenon may happen in Single-Carrier Frequency Division Multiplexing Access (SC-FDMA) uplinks. To decrease the impact of Interference Flooding and improve the CCUs' throughputs, this paper proposes a UE-Interfering-Area (UIA) based Inter-Cell Interference Coordination (IOC) scheme. Using UIA scheme, the eNodeB (eNB) will set up an Interference Table which infers each UE's interfering area. Based on this table, the UEs will be allocated different resource priorities to minimize the Inter-Cell Interference (ICI). Simultaneously CCUs and Cell Edge UEs (CEUs) will adopt different power control strategies to compensate for the path loss and enhance the performance. Simulation results show that the presented scheme can effectively improve the system uplink throughputs with high Signal to Interference plus Noise Ratio (SINR) compensation, and obtain its best performance around 1/3 cell-edge load.
