Multiple Objective Districting: A General Heuristic Approach Using Multiple Criteria

This paper presents a heuristic approach for the creation of similar districts which are required to satisfy multiple and potentially divergent goals. The heuristic creates districts whose members fall within acceptable ranges of variation on a lexiographic ordering of prescribed criteria. Through the variation of the ordering of the criteria and the allowable ranges of variation, alternative formulations are obtained from which the final structure can be selected.
