An Alternate Statistic for Testing the Slow Change Assumption of the Shine-Bower Error Term

It is indicated that the Mean Square Successive Difference test is not always suitable for testing the slow change assumption of the Shine-Bower error term. A more suitable alternate statistic is presented. The two statistics are compared.
