Open learning and multimedia ‐ the legal issues

The use of different forms of media such as text, television, radio etc., in learning, was really pioneered by the open and distance learning institutions, who are continuing to develop learning technologies. Such institutions have an important role in informing others who have limited experience of open learning/new learning technologies particularly as multimedia is new and in many respects still in a development phase. Comparisons can certainly be made between the production of multimedia materials and more traditional open learning materials but the legal issues are much more complex. No specific legislation dedicated to multimedia is currently in existence. However, the legal issues are changing rapidly and will no doubt continue to evolve and develop as the multimedia industry itself develops. It is therefore important to be at least aware of the legal issues and to ensure that those involved in multimedia production receive regular updating.
