Ada compiler evaluation

Since April 1989, when I became the director of the Ada Joint Program Office (AJPO), a lot of vendors have expressed their concerns to me regarding how their compilers are evaluated and how to stabilize the ACVC (Ada Compiler Validation Capability) test suite. While I have some strong opinions about the stability of the ACVC test suite, especially with the onset of Ada 9X, I will limit this position statement to evaluation issues.
