An Inquiry into the Proper Time for Filling in the Preference Form on the College Entrance Examination

In the college enrollment work, whether the time for filling in the preference form should be set before the unified examination, after it, or after the candidates are notified of the results of the examination is a cotroversial issue at the moment. Although the Ministry of Education stands for filling in the form when signing up for the examination, there are different views in this regard. Therefore I think it is necessary to look into the problem.
