Days of Responsibility per Network Failure

A single network failure can even be complicated. It can be involved with multiple hardware and/or software failures. Responsibility for this failure can belong to multiple business units. Also, each business unit can own different responsibility. How to measure the business unit's quality of hardware, software and services? What is a good quality measure for hardware, software and services? How to obtain those quality measures? In this paper, we introduced a quality measurement DOR (days of responsibility) and introduced a normalized quality measurement DORPM (days of responsibility per million $ of revenue/booking).
