Design of a GSM (Global System of Mobile Communication) for a big city requires the consideration of the present demand of services the expected growth of a demand of services in future and the conventional technological consideration. For Indian cities, the consideration of demand of services is haphazard, heterogeneous and complex in nature. This is due to wide social and economic gaps among the people living in the cities. This is a common aspect of the third world. The homogeneous or uniform cells are, therefore, not appropriate for a GSM network in our cities. In the paper, we have reported a few algorithm for design of a GSM network in which nonuniform cells are used. We have taken Guwahati city as an example. Applying our algorithm, we have reported in the paper design of a complete GSM network for Guwahati city. The comparison of our design with non-uniform cells has been compared with that of design of network with uniform cell. The comparison shows that non-uniform cell based design is superior in term of power requirement, bandwidth consumption and costs etc.
