Levin is correct, of course, in his evaluation of the apparent implications of the anisotropies tabulated in the subject paper. Taken at face value, they do imply that moveout velocities may differ from vertical velocities by more than a few percent. Since some subtleties are involved, however, I take this opportunity to amplify his analysis.
