The ability to communicate and process information during crisis situations is essential to sustaining an effective command and control capability. Physical and logical distribution, replication, and interoperability of the underlying information processing and communications resources are deemed necessary approaches for a survivable capability. These goals and systems attributes are attainable through the adoption and implementation of open, standardized, and mass produced multi-vendor networking equipment, based on Open Systems Interconnection (OSI).
