The perfect fifths tempered scale, a proposal or already a practice?

An alternative tempered scale is proposed, the perfect fifths tempered scale (PFTS), which is stretched by an amount of 3.4 cents per octave in comparison to the common (perfect octaves) tempered scale (POTS). The PFTS is a better approximation to the musical practice of stretched intonation than the POTS.
