Managing for flexible software manufacturing

Contrary to popular belief, the most difficult problem in software reuse is not technical; rather, it is establishing a manufacturing culture. To manufacture software systematically, managers must provide three supporting pillars: development processes, infrastructure and culture. The author discusses these three issues.
