Technological failure often becomes defined as an "obstacle to success" in community-based network projects. This paper describes a Jay County, IN infrastructure initiative where technological failure did not get defined as such. This raises some questions about what gets taken for granted in projects like these. In particular, this paper looks at what in community design and development efforts technology is good for.
