McEliece, whose personal involvement and generosity in time and attention have made this thesis possible. I have truly been privileged to have the honor to be one of his students, to learn from and work with one of the best in the field, and in the process, to have the opportunity to share the knowledge I learned from him with others. Prof. McEliece was the reason I became interested in the field of communication. His style of teaching is something I will forever attempt to emulate. His humility and sense of humor can turn any curious student into a passionate convert.
